i think the point of these hard deadlines isn't necessarily because they think it would work, but more because of the effect it creates. having sat in several meetings where customer experience, etc., is discussed, one overarching thing is how many assumptions we make about the average nigerian. maybe they are right, maybe they are wrong...
nin seems to have been adopted effectively. bvn too, though i wasn't old enough to experience whatever method was used then.
but then there's the CBN new money thing, and that one was just unnecessary.
