Well, you're not really buying the license, you're buying the licensed entity, which is completely legal. I agree that removing wallets made PSSP licenses less attractive, but there's still so much you can do with them. Besides it needed to be made clear that you need an MMO license to hold funds. If the CBN did not make this distinction, there was the risk of us ending up with the "wonder banks" scenario of the 80s and 90s where anybody can get the easier-to-acquire PSSP license, and end up disappearing with consumer funds. .
